As said, as a minor you need parental permission for any surgery (unless it's a real emergency). Other than that, you'd have to wait until you're over 18 (and even if you're over 18, if you use their insurance they'd still find out... unless you're willing to get $500 to $2000 out of your own money for it.
When you say chicks don't dig it, have you had actual experience with it? Many end up liking it and the vast majority don't care. Keep in mind when erect the foreskin pulls back, so it shouldn't be that different. The only reason I see a girl grossed out is if you don't keep it clean (but that shouldn't be an issue since it takes so little to do). Additionally, in your area being uncircumcised may not be that uncommon. And if the girl was still that shallow, just move on. Imagine how shallow she'd be later on with other stuff in life. You don't deserve that.
Circumcision has become less common. Circumcision rates were as high as 90% back in the 1960s and 1970s (that's partly why today's adults are so... brainwashed, I supposed you could say, about thinking that circumcision is better) but they have fallen to as low as 14% in some states. If there is something wrong, you need to talk to your parents about it. If you just want to do it because you think chicks don't dig it, you should really think about it before you do it, because you can't get it back once it's gone. If you REALLY want to do it, you have to ask your parents, I'm sure they would let you do it if you really wanted. Being circumcised as a teenager is more difficult than as a child, and usually involves General Anesthesia (being completely out). Also, just so you know, many women don't care, or even prefer men with foreskin.

For goodness sake that is a dumb reason to get circumcised. You can't until you are 18 anyway or your parents give permission so if you don't tell them you can't get it done.
Don't you like your foreskin at all, doesn't it give you any pleasure? Are you aware that around 80% of men in the world aren't circumcised and the rate is dropping hugely in the USA? Yes, some shallow women in the USA say they don't like uncircumcised penises, mostly because they haven't had any experience with one, and they just hear how it's "dirty" and "look weird". None of those are true.
Studies prefer that an uncircumcised penis can give more pleasure to a woman and most sexually experienced women confirm this. I've never been with a circumcised guy, only intact, and it would be really dumb to dump my boyfriend for that reason, besides the foreskin is fun to slide up and down and give handjobs to. I'm a teenage girl. To be fair I'm from Australia and not the USA but there are many teenage intact American guys on this site who have had no problem getting chicks. Hopefully they'll come and answer soon.

Hey I had to wait until 18! It sucks but before they need your parents approval. It is well worth the effort! I would do it again in a second. Now that I have 2 boys (1&3) there was no doubt they would get the snip! It is much cleaner, healthier for both parties and sex is 100% better! You are correct about the girls....most American girls won't have anything to do with you if you are uncut!
