when out side temp is low the scrotal muscle contract and scrotal sac is rigid, when out side temp is high the scrotal muscles relax and scrotum hangs loose, the whole idea is keep the testicular temp at lower level than body temp.

Well I think, usually when a mans penis is erect, his balls are stiff and when he his penis is not then his balls seem to sag alot more..
The scrotum reacts to temperature to keep your "boys" at the proper temp for procreating purpose. Closer to the body when they need a warm up, further away when they need to cool down.
They are supposed to hang-- it keeps them cool for sperm production; If they are stiff, then you are probably cold and they are shrinking up close to your body to keep warm---

Yes, temperature can have an effect.
But if you live in the Tropics, you don't have much of a temperature change and they can still be 'full' or appear 'empty'
Full means you need some Action ... too much pressure

hen it's stiff, it means that the temperature outside is cold and ur testicles get heat from ur body to produce sperm. N when it's hanging it means the opposite.
