At the age of 16 you have much growing to still do. Your body is bathed in hormones, but they have not yet finished their jobs. Everyone has a different maturity level so don't compare yourself to others, if they are more developed they may only be nearer to the end of their teen aged growth.
it doesn't matter what race the average size for an adult is 5.5 inches but you haven't yet finish growing. and testicles shouldn't be bigger than small eggs.. or a little bit smaller than golf balls.
