Well, no.. but as with EVERthing else... appearance means everything... if there's LESS of you around it, then it will appear larger by comparision (in a BELLY to Penis ratio).. and you can always shave to trick the ladies, like they do on porn to make normal ones look bigger (along with hiring really short, small girls)... which you should look into dating, as well.. It wont' get bigger but it will "appear" bigger.
Losing weight around that area and the little fat pouch on the pubic bone will bring more of it "out" so it will look bigger, but the size is the same, it's just an illusion.
Much the same way some guys trim/shave to make theirs look bigger.
