It depends on your reasoning for doing it. If it helps you last longer, then by all means do it. There are also condoms and solutions that decrease sensitivity. And of course there's the old baseball trick.
If you're doing it in order to practice "safe sex" then it's completely worthless. You can still conceive without ejaculating if even the slightest bit of ejaculate is there.
