is it from your pee slit to the back of the penis? If so, it's the frenulum, and it's not a vein; it's a piece of skin.

There is a vein on the top of the penis that is pretty big in a lot of guys. But what you're describing sounds like the frenulum (see link) that basically tethers the foreskin to the underside of the glans (penis head). This is normal and is actually really sensitive in a lot of guys. So enjoy it gently.
