You feel horny because as you progress through puberty you gain feeling of sexual urges. It is completly normal and every teen feels it some at some point. Hormons are a strong oppent indeed
Maybe because you want to experiment with sex. I would try to get yourself stimulated in a different way, which could be ranging from jogging outside or doing push ups at home. The best way is probably to constantly be working out. This is a different type of stimulation, but can be as "effective" as masturbation, but in a different way. Thus, you will feel less horny, or not horny at all.
