Development is about genetics and hormones, that is why every guy (and girl) are different. Flaccid size determines nothing. You are already average size and do not need to develop more.
Average is 5.1 to 6.2 inches. Puberty ends between 16 and 21. No one can tell you how much more it will develop or if it will.
The average length of a vagina is 4 to 6 or 7 inches depending on what you read. Above average guys risk hurting a girl by bumping her cervix and it's not pleasurable.

I think your size it good I'm 5.5 and 17 and was about 4.25 when I was sixteen so you're probably are going to be bigger than me.(I'm going to try for 6.5-7 while hugging grandma and 8.5-9 while completely turned on)
