Sexual feelings are from the mind, not the penis or balls so the answer is yes.

It is different from other men because obviously their "private part" or anypart from the chest down is in proper function. Therapy is a way to try to get feeling back, but doesn't work for all.
I would believe it to be true as being turned on is a mental state rather then a physical one,also and erection occurs with blood flow not muscle action,there are many disabled guys who are fathers
I've always wondered about that, but I've known people who were paralyzed their entire life who have kids so I would think that they would be able to make love and even produce living sperm without a problem other than the women wold have to do all the work. But I really don't know
