You probably have a skin irritation, or an irritation on the head (glans). Just be sure to wash it very well, using water only and just wiping it good with clean fingers, soap is probably the reason it's drying up, and this may be why it itches too, as dryness leads to itchiness. Try to stop masturbating for a few days to let it clear up in either case, and if you're uncut, retract the foreskin when you pee so that your urine won't irritate it further. That should do it.
