Is he cut or not. If not cut then often times some urine and or build up collects under the skin. So if you had intent of any oral you could get a nasty taste in your mouth, on the sex side he would be making more than just a seaman deposit in you. So he or you need to clean around the head some. If he is cut it could be some of the above but both he could have a little infection going on.
If he does his thing like most men do sometimes a little still comes out, after he goes limp and unless he clean it off on a regularly bases it is going to smell.

well, only if it isn't cleaned. cut or uncut, a guy has to put soap and water down there and clean. and if they're uncut, they need to pull back the foreskin and clean under there, too.
