I guess it's normal, some guys just aren't as hygienic as others, I guess. The best thing to do would be to not to mention this to him straight-up, but to kind of suggest it without really saying it. Let me explain...
I think you should take a shower or bath with him, and while you're doing that, clean his privates really nicely. Try to be romantic, and try to not make it seem like you just took a shower with him to clean his privates. Try to make it seem like you just wanted him in the shower with you. While you're cleaning his privates, say something like "I love it when you're all nice and clean and smell nice." That will probably make him think "Hey, she likes it when I'm clean, so I should do a better job at cleaning myself." If that doesn't work, and he's still smelly, you just need to kindly ask him to do a better job at cleaning without making a huge deal out of it and without making him seem like an idiot. Depends how bad the smell is. A slight smell is natural especially if it's after you guys have had sex and there might be a bit of ejaculate left, or if he's a bit sweaty. It's normal for genitals to smell slightly and yours do too. If it's really bad, then it could be an infection, in which case he should see a doctor. It's hard to talk about these things but you just have to bring it up gently and not hurt his feelings. Or suggest romantic baths and showers all the time.

Buy him some scented soap or mens shower gel and tell him u want him to wash with it cuz that particular soap cologne turns u on.
