Generally it probably wouldn't matter if the girl is wet enough. Usually most condoms end up being lubricated at least a little bit.

DEFINITELY lubricated... If they aren't, they are more susceptible to tearing and wearing out before you are done with intercourse.

I would use lubrication, unless both your penis and your sex partner are well lubricated before hand.
