BOTH! pretty much i believe.....but nobody is backing up from viewing porn or performing such acts like self sexual play called masturbation....so if it was that sort of an impact for people to stop watching porn or masturbating half of the world would have stopped from such acts which they haven't so asking about any religious belief prohibitions i guess its not in the religion because there are only few who care about it and on the other side one can always stop from such acts no matter Muslim or any religion! its the self control which one person has to come over by deciding whatever they are doing is worse or good for them.!

Under Islamic law it is ok to watch porn if it is your wife.
You can jack off if your wife is on her period.
And lastly if you must jack off you must do it seven times a day as the Koran commands.

In Islam (and I guess other religions) adultery is a sin, yet a lot of people do it,
but in my opinion (and I'm not a shaikh or anything) if you're gonna watch porn and/or masturbate to avoid doing the "haram" I guess this is the least worse.
but it's better you get married to some hot girl and forget about watching porn or masturbating.
If you pray 5 times and be good to others and do all you have to do and ask the lord for forgiveness you ain't gonna go to hell.
