Like others said, it's elastic because it's skin. If it's big as in puffy or reddish, you may want to consider taking it a bit easier, as that could be due to friction. Otherwise, the foreskin just expands with the erection of the penis, and it just appears larger, when it's really the same size. When you're soft, it appears more wrinkled and whatnot, which is because it's looser around the soft penis. When you get erect, the penis expands, and fills the foreskin making it appear larger than it was before only because it's covering a larger penis, and after you masturbate, your penis shrinks down again, your foreskin has not settled back around the soft penis so it that's what gives it the larger look.
