When your penis starts to enlarge that's when you've entered puberty. But Sounds to me that you're already going through puberty changes. So I'd say Yeah you're going through puberty already.

It's a gradual process... maturation takes time and you will get different signals as you along. To me it sounds as though you are currently undergoing changes related to puberty.
