It would never be illegal to masturbate... The government can't tell you what to do with your own body. They can, however, tell you what is "decent". They can protect individuals from one persons' indecency. If there are any strong complaints by anyone that was there, then he might get in trouble. He didn't really expose himself, so it might not be a clear cut case. Michael Jackson does the crotch grab so... I dunno.
