OMG dude i'm 12 almost 13 too and only my right testicole has dropped I don't know why lol that's so weird.
as far as i know your testicles should have dropped long long ago! So i'd definitely would talk to a dr about that. Most boys testes drop while they are in utero and if not then definitely by the time they are like 3
