That probably was a bit rude of him to do this. You should, however, expect that, when you're in a common shower or change room, that indecent observing of another's private parts is to be expected. I, personally am a bit shy about my own private parts and am thus, not comfortable being in a common change room. I cannot go to a public swimming pool for this reason. If you're really concerned about it, I would consider waiting until you got home and then showered.
