You only become sterile (meaning you can't have babies) if you get hit really hard. This is because your balls produce sperm. If you are hit really hard in the balls, it could injure them so that they cannot make sperm anymore.
Unless your testicals are crushed from the impact and rendered as useless vestigal structures, then yes you can still have kids. Its like getting a bruise on your arm, the bruise will heal, and not make your arm useless.
