What does''dropped balls'' mean?!

Okay, no disrespect to the previous female responders, but here is the real answer!

Dropped balls means two things (depending on the context).

1. Before baby boys are born their testicles are still up inside their abdomen (similar to where your ovaries are). As they develop the eventually descend (drop) into the scrotum but sometimes that doesn't happen until sometime after the baby is born. The condition is called undescended testes. In childhood when the testes are finally in the scrotum, they tend to stay pretty close to the body because they skin on the scrotum at that age is tight.

2. When boys reach puberty, testosterone causes their testicles get larger but the sink of the scrotum begins to get a lot looser so their balls end up "dropping" down much lower. This is usually about the same time when a boys voice begins to crack and he starts developing pubic hair. People often colloquially refer to this as his "balls dropping".

So a boy's balls actually drop twice. Once right before or right after birth, then again during puberty.

Just before or after birth, a boys testicles drop into his scrotum. If this doesn't happen within the first few months, a doctor will need to preform a simple surgery to help it.

I don't know what that boy meant. Testicles with haven't dropped don't produce sperm in most cases, so that doesn't make sense.
