Kinsey reported on this in the 70's and the answer is yes by about an inch on average. From what I remember the average penis is 5.1 inches for all races and Asian men are the least endowed. Fortunately these are averages so your race doesn't determine the size its just a slight factor.

Only three of the penises were longer than 10 inches, and all three were black.
So, yes, black men generally have slightly larger penises than white men. Of course there are exceptions.
