That's how far it's supposed to stretch...the foreskin protects the glans, not the whole penis.

Um, it's cause that's how far it's supposed to go! Don't try and stretch it- if it ain't broken, don't fix it!

If you can get it past the glans when erect, then it's normal and you don't need to stretch anymore. I never heard of rubber bands for stretching foreskins but that sounds very dangerous. You might have seen something about devices to help circumcised men stretch the remains of their foreskin to get coverage of the glans for improved sensitivity and some loose skin so they can masturbate without lube. These techniques are not for intact guys like you and I know they use tapes and weights. I don't think they use rubber bands either though.
