Question: Alright, so i'm still not sure if i'm circumcised or not but, when i'm not erect, the skin covers the head, and when i'm hard then skin goes down by itself and i cant pull it back up without it going back down, so my question is...am i circumcised? and it this normal?

You're perfectly normal. And congratulations, you're not circumcised. Some guys just have foreskins that go back all the way when they get an erection. Other guys have to help it a little to get it all the way down, it's just how we're built. Don't worry about it, and feel free to message me if you have anymore questions. =)
can you ask your parents? it sounds like you are not, since when it's soft you say the skin covers the head. Usually is someone is circumcised there's not enough skin to cover the head, erect or not.

dude all of us have different size skins some cover the head som dont when hard yours is just short not a big deal if you look at your unit closly you would have a scar all the way arround if you were cut your normal

Lucky you, you're probably not circumcised and yes it sounds normal. It's possible you had a "loose" circumcision though, where they don't remove much skin, but it sounds like you're intact.
