Well cant really answer this one because I am not him but, for me its because its my 2nd or 3rd time around.
It's not as if there is an endless supply of semen, it'll eventually run out.
Possible causes could be that there just wasn't enough buildup before orgasm to create a store of semen, previous orgasms (sex, or masturbation) can deplete the supply, or a diet that doesn't have enough water.

It's because the man has either just ejaculated or has ejaculated too many times in a short amount of time. Our bodies produce sperm all the time but the liquid/juice part of the semen doesn't get restored as fast. If he's just cumming all the time without rest in between, he's going to be shooting with no real liquid behind it. Give him some rest and tell him to stop masturbating and you'll see it replenished.
