Yes they do shrink somewhat during cold temperatures (especially in cold water). But it's only temporary. The testicles don't actually shrink, the sack just pulls them up closer to the body when it's cold so they look smaller and don't hang down as much. The testicles never change size, but the penis can actually expand and shrink depending on temperature.

the balls don't shrink because of the cold.....the testicles are to be at a certain temperature so when cold the cremaster muscles pull them closer to the body to keep them warmer...the actual testicles do not change size.
yes the penis can shrink when it gets cold.....the degree depends on the individual.....when the body is subjected to cold many physiological responses take place and blood is drawn to important areas like the heart and vital organs and stuff like that....although most guys will say, myself included, that the penis is a vital organ....it doesn't take much blood to sustain it short term so it can shrink
