The only thing that comes from the testes when a guy ejaculates is sperm (which only make up a very small percentage of the actual volume of the semen). The majority of the fluid comes from the prostate gland. So, yes, a guy with no testes CAN ejaculate!!

One comes from your testicles and contains the sperm, the other comes from your prostate (Which is an internal organ located just behind your penis), which is called "seminal plasma". The seminal plasma provides nutrition and protection to the sperm. So yes, a man with no balls would be able to ***, but would not be able to impregnate a women, since there would be nowhere for the sperm to come from.
