Its because you are warmer. Tempature of your sac is what determines whether you sac hangs down or is drawn up to your body
Your testes are warm.
you hit puberty, your balls drop and your sack droppes so your testicles are at the right temperature to produce sperm.
This helps to regulate your testicle temperature so that it's at the proper temperature to produce sperm. The testicles need to be a couple of degrees lower than the body temperature to make sperm.
If you are cold, you should notice that the scrotum (sack) has tightened up closer to the body.
the scrotm will sag to cool down the testicles and contract to warm them up. So if you are always plenty warm down there the scrotum will sag a lot.
Note the best temperature for sperm production is about 1 degree less than normal body temp.
try goign commando for a few days and see if that makes a difference.
