You could be just a late developer , as not all guys begin puberty at the same age
If you are just 14 I would try to be patient a little longer , if you are closer to 15 I think the GP needs to investigate as perhaps you need a testosterone boost
Although you are only 3inch erect , are you able to orgasm and ejaculate , if so it is just as I said , probably later in developing
This must be concerning for you and to be honest the only real way you will get it sorted and get reassurance is to ask your parents to book you in with the doctor .
It is not uncommon for delay in puberty needing to be kick started with some medication .

lol. dont worry. its normal. i have a best friend who is 15 and hasnt hit puberty (doesnt even have any pubes)
his brother had the same problem but actually hit puberty when he was 16. and now, his brother is the pitcher for the washington huskies. so he definitaly grew, just later.
Hey buddy, if you have any type of pubes, you have started puberty!! As you get older they will darken and your penis WILL grow. It just doesn't happen overnight. It's takes years to fully complete puberty, so just be patient and worry about the things that you do have control over. NOTHING that your "friends" say will help make your penis any longer or pubes darker. Try to talk to you older brother of dad about this. It's nothing to be embarrassed about, just don't bring it up at the dinner table when everyone else is around!! LOL
plenty time yet the average erection is 5 inch so you got plenty time to grow
