It can be several things. It is the same why women adjust their bra or boobs, they either itch or they are extremely uncomfortable. I would venture to guess that guys may have the "uncomfortable" thing even worse. Yeah, women have the underwire and it can poke and be uncomfortable, but guys have to walk around with a large thing flopping between their legs... That's just my speculation.
Anyway, very rarely do guys openly touch themselves in public for pleasure.

When I feel down I "itch" for a boost of confidence. Yeah I may have the blues... but I'm confident with the uhhhh arrangment of that area down there...
