This could only really be answered if someone knew the average size of many 12 year old penises. However, no studies like this have been done, ever (they would be not only of no medical significance, but also unethical). So this question cannot actually be answered.
At the age of twelve, your penis may not have even begun to grow at a pubertal level. If you feel like your penis is smaller than it should be, give yourself some time for growth (I'm talking at least four years, maybe as much as six years).
In the meantime, don't think so much about the size of your penis, but rather about your general health. Do you eat a healthy diet with lots of fruits, veggies, proteins and not a lot of sugar or fat? Do you exercise every day or play sports regularly? Do you wash yourself daily to reduce your chances of bacterial infections or other diseases?
Doing those things to make sure you are healthy will give your body the best chance to grow without any problems, and will be much more productive than sitting at the computer researching penis size! :o)
