Definitely - I've never used steroids and was really skinny in jr high but started putting on muscle in high school and through college. I still work out and keep gaining. You'll see results the more you keep lifting weights (I assume you know even steroid users lift weights). No one needs to use steroids except to win body building competition - but that's a ridiculous amount of muscle anyway.
PS - I've had women assume I've had pec implants, which I'd never heard of and others think I use steroids because of my muscle development but it's just from staying at weight lifting.
