First, how old are you? If you are in elementary or middle school (maybe even high school), it is perfectly ok to be curious as to what other people have (as long as you don't stare or check them out or sexually harass them). I am not saying that it is the right thing to do, but everybody has curiousity on some level. It doesn't mean that you are homosexual.
Most people take a peek when standing at the urinal, especially adolescent and pre-adolescents (about 8-16 years old). Although the homophobic community has unwritten rules about urinal conduct (((i.e. "stare straight in front of you", "do not talk to your neighbor", if you shake it more than once, you are playing with it"))), it is actually abnormal to have absolutely zero curiosity about the human body.
As far as homosexuality goes, are you aroused by seeing other guys' equipment (or are you unsure how you feel about it, whether to be aroused or not)? Homosexuality and bisexuality is not determined by anything except for whether you are aroused by people of the same gender as you.
To sum it up:
1. A quick glance is natural (but illegal without permission).
2. Your sexual preference is only determined by whether you are aroused by it.

I've noticed people staring at mine in the mall so I try and turn the other way....I wouldn't say it's "normal" but its nothing to worry about. Get in the habit of stopping before years go by and you look back on this.
