Yes, you can buy condoms at any age from any drug store, gas station or walmart. There is no law against selling condoms to minors (although it might be a little embarrassing to buy them). But I believe that you could also get them free at a hospital.
im pretty sure they cant refuse to sell them, because a teen having sex without one is a lot worse than having sex with one.
