Some do and some do not, just like normal sized men. Dwarfs are not dwarf in all places. Most dwarfs are small from the neck down, with a few exceptions. Their heads are usually large for their small bodies. The penis is small for some, but very normal for others. They can still procreate, regardless of their size.

i would assume that they have mini everything to be in proportion. i don't see why their penis would be any different..
