It sounds like smegma (see link) or left-over semen. While it's healthy and normal, you don't want it to build up on your penis for a long time, as too much of it could be bad.
When you take a shower, just pull back your foreskin and wash the area under it with water and a mild soap (strong/scented soaps can cause redness and irritation). That should wash it all away. If it doesn't seem to come off, just soak your penis in water for a little bit so it softens and then you can wash it away.
It's pretty simple, just don't forget to pull back and wash every time.

Yellow??? Is it possible you have some sort of infection?You may need to see a doctor especially if it startes to turn green and smell awful.
use alcohol, and get circumcised!, it'll help.
