During the first few weeks in the womb we are all the same. If we receive a bunch of testosterone we become a male and grow a penis. If we don't we become a girl and the same tissue becomes the clitoris which is biologically almost identical to a penis (only smaller and without the urethra). This is the same reason that men have nipples.
