Emmah's answer seems quite logical or it could be a vain which swells when the blood rushes to that area??? Ring NHS Direct or ask ur doc. It doesn't sound serious.
It could be your sperm duct swelling or getting wider as you are about to release sperm.
Its just a blood rush.....
