Matt....... Yours is the normal for you. As you know we are all different, There is no average size! There is your normal. And you are fine son. It's exactly what God gave you, you have plenty of testosterone to go through before your done with puberty, so you may get larger yet, If not be proud of what you have and it works fine son. There is nothing we can do about the size of our penis and our testicles as it genes that determine it. Nothing including surgery will change it after your all through puberty.
