The foreskin is not extra skin but an integral part of the penis; measuring 15 square inches in an adult and accounting for over half the penile skin, lots of specialised nerve endings and the most sensitive parts of the penis.
It's sometimes removed by circumcision for religious reasons and also for supposed hygiene reasons. All medical authorities throughout the world no longer recommend doing this as the risks outweigh all the claimed benefits. The supposed benefits do not stand up to scientific scrutiny either and there is lots of evidence that the foreskin contains significant erogenous tissue, enhancing sexual pleasure for the male and his partner. Circumcision rates are now low in western nations except for the USA but even there the rates are dropping; down to 13% in some states.
If they haven't been circumsiced...it'll be at the tip of the penis...if they have been snipped...there will be no foreskin

It's not a stupid question if you don't know the answer. The foreskin is the skin that is loose on the top of a penis. Mostly, men have this taken off (circumcision) at birth. It is said to be a cleanliness item.
UH.. the piece of skin that covers your head on your penis that can move up or down (if you're circumsized you won't have it though)

most men do NOT have it taken off. Only those who live in barbaric parts of the world where they are practicing some religious nonsense or are really uptight about you enjoying yourself. It comes to as much as nearly a third of the population
These people, victims of genital mutilation - are in Muslim countries and USA, Jews, Koreans ( who do it to try to be American!). It used to be practiced in the UK but we have learnt how to wash.
