Puberty question: voice....?!

Question: im 14 and i have what seems to feel like phlegm or somthing in my throat. I just want to cough or "ahem" to fixing it but it doesn't help. Im pretty sure its the cause of my voice to crack and break but im not sure. Is this what happens when your voice begins changing or is it somthing else?
