if you shave it it's gonna look retarded. You need to shape your brow, not just shave a portion. You'll look like a neanderthal if you do...suck it up and pluck away.
Uh yah they are called TWEEZERS! make sure your pores are open. Like take a hot shower or something and it wont hurt as bad after that.
Try a Sears Craftsman weed wacker but use safety glasses !
just shave it, otherwise get it waxed or with tweezers, tweezing doesnt hurt that bad.
