I wouldn't call her a slut but she better be careful because she is on her way to becoming one. Best thing for her to do is not have sex with her next boyfriend until they are together at least 4-6 months or better even more. This is important because she must not fall into a pattern of getting physical too quick or she will never experience a relationship based on true friendship and respect. Once you do it everything changes in the relationship and you need a strong foundation or it will eventually crumble.
In this day and age I'd say sleeping with only two guys at 16 makes her a prude.
No. A person defines themselves as a slut by calling themselves a slut. It's a derogatory term. There are 16 year old girls who have had far more partners.
No. A girl is only considered a "slut" when she just sleeps with a guy for nothing or dates someone for one day and then sleeps with him. It's just the rashness and obviousness that she's easy. If she's loved the guys then it's completely fine. If it's just casual, well, it's iffy.
