Sounds like a test/homework question, but as long as there is no advertisment or solicitation of sex or sexual acts then there are no laws to prevent somone from paying somone else to goto eat with them, you can rent a nice car some guys like to rent a nice date to show up and even the solocitation of sex is legal in Nevada (just no Las Vegas)

That's the way it was intended to be! However, escort services have become a front for prostitution; nonetheless, there are escorts who do not engage in sex--escorts are also translators. A high class call girl is referred to as "an escort". Some work free-lance while others work through an agency, and secretaries are sometimes called on to be escorts [interpret that as you wish] as are models, or even college students.

I don't think it's illegal at least where I live. Just look in the phone book under Escort Services or Entertainment. Prostitution is illegal though and whether an escort from a licensed escort service will have sex really depends on the person and be prepared to pay $500 and up. But if you're just looking for a lady to have dinner and a conversation with then it shouldn't be a problem. If the person this is for is paralyzed you should let the service know ahead of time. I would suggest you search around if you want this to be special for him.. maybe take the lady out yourself ;-) some of the escorts that list in the classified ads or craigslist might rob you though while her 250lb pimp waits outside so be wary.
