Puberty is a process , and does not all happen overnight . In addition all guys develop at differing rates .
So be patient you voice should break soon , although a few guys are still left with a bit of a high pitch and perhaps you could be one of them .

Not everyone's voice breaks, some just get gradually lower as male hormones kick in. Just be patient, when you live with something everyday you don't notice small changes
