Lying about ejaculation is not the easiest thing for men to do of any age let alone with out penetration involved. I think this all comes down to how you are sexually stimulating each other, if it is over the phone or internet and not in the flesh then possibly he is not being completely truthful.
The fact that you are sexually responsible shows a maturity beyond your years that you should be very proud of... both of you!
