It's probably the epididymis you're feeling. It's the little collection tube on the underneath-back side of a guy's testicles. It collects sperm which gets transported by the vas deferens to your prostate.
its probably just a vein used to transport something through your testicles like urine or semen or something. Has it been there for your whole life?if it has, then i think that your probably fine as long as it doesnt hurt. If youre still worried you could always be safe and check with your doctor, but you should be fine.
