If referring to a penis, whats a growth spurt?!

Question: my penis has pretty much just stayed the same...

if asked different questions and most say "you will get a growth spurt don't worry" or something to that effect...

It is 1" flacid right now....so does that mean when i get a growth spurt, i will notice a "big" change?
