If the rest of you isn't "flabby and gross looking", like you're not really overweight, then, at your age, the flab may be due to puberty. Estrogen can make a male body build "curves" just like a female body - like larger breasts and fuller hips and thighs. During puberty, estrogen and testoterone (male hormone) are being produced in large amounts. Some guys make too much testoterone and get lots of acne, some make too much estrogen and hold onto their "baby fat". Watch your diet, keep active, and the "flab" should start to disappear.
