Ingrown hairs are from the hair being stuck under the skin and cant push through in you case probably because the skin in that area is too thick, you will next to exfoliate (scrub you skin) to remove the dead skin cells so that the hair can push through, also moisturise so the skin is soft to make it easier for the hair to push through.. Good luck

see if you can pull them out with tweezers. if not wash the area and continue to shave, it will pass eventually.

put a warm compress on them theyll feel better it might take a few times to get them to go.
if you want to shave buy some cootchie (porn stores ,adam and eve, ebay, too timid) they all sell it then you can shave all you want and wont have that problem

The bumps will go away soon by themselves. You can help move it along by putting moist heat on the area. Try using a wash cloth or hand towel soaked with warm (not steaming) water. Put it on the area and leave it until it cools. Try that 3-4 times a day then keep the shaved area clean and dry. Don't put powder on it. The talc in most body powders can actually hold water. And, next time you shave there, if you ever do, use a moisturizing shave cream, or a shave cream for sensitive skin. Good luck.
